Overview
Consent to Operate (CTO), also known as Consolidated Consent and Authorization (CC&A) in some states, is a statutory approval required before commencing industrial operations. It certifies that the industry has installed the necessary pollution control systems and complies with applicable environmental standards. The consent is issued under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981.
